Dr. Victor Owusu is a former Chief Executive Officer of the Ghana Highway Authority (GHA) who served for several years as the Director and Consultant in Road Safety at GHA. Victor holds a PhD in Civil Engineering from the Kwame Nkrumah University of Science and Technology where he concentrated his education and research on transportation engineering and planning. He is affiliated with the Transport Research and Education Centre Kumasi (TRECK). His 30 plus years of transportation engineering and planning experience spans both academic and private sector consulting appointments working with government agencies, investors, and developers. He has participated in transportation projects and facilitated a number of workshops in the U.S., Europe, Middle East, and West/East Africa. Dr. Owusu is a member of Ghana Institution of Engineers and Chartered Institute of Highway and Transportation (UK).
Victor now focuses on the development of retro-reflectivity degradation model that would serve as the underlying algorithm in the systematic management of pavement makings and an enhancement of roadway visibility at night to provide navigation guidance to drivers under poor visibility conditions to avoid lane-departure accidents on trunk and urban roads in Ghana
