MSC. MONITORING, EVALUATION AND IMPACT ASSESSMENT


Monitoring and Evaluation & Impact Assessment are critical for understanding the effectiveness of any project or program. Regular assessment makes it possible to identify successes and areas where improvements can be made. It also ensures accountability, allowing stakeholders to track progress and hold each other responsible for achieving goals.

By monitoring and evaluating policies, programmes and projects, governments aim to ensure that service delivery is achieved, funds are effectively utilised, and this could also result in improved performance, greater accountability, and better, more informed decision-making across all spheres of government.

The MSc. Monitoring, Evaluation & Impact Assessment (MEIA) programme aligns with the mandate and mission of Central University, which is to develop transformational leaders who are ethically grounded and equipped to address national and global development challenges. By focusing on evidence-based policy analysis, impact evaluation, and accountability systems, the programme directly supports the university’s niche area in leadership, entrepreneurship, and ethical values in the context of national development. It prepares graduates to contribute meaningfully to public service, non-governmental organisations, and the private sector, in line with the university’s goal of producing professionals who serve society with integrity and innovation.

Aims of the programme are to:

  1. Understand and critically engage with the ethical principles and leadership values underpinning monitoring, evaluation, and impact assessment to promote integrity and accountability in public and private sector development initiatives.
  2. Apply evidence-based monitoring and evaluation methodologies to inform innovative policy analysis and decision-making that addresses national and global development challenges.
  3. Analyse complex socio-economic and institutional data to evaluate development interventions, fostering entrepreneurship and ethical leadership in enhancing sustainable development outcomes.
  4. Create transformative impact assessment frameworks and accountability systems that empower graduates to lead with innovation and ethical responsibility in government, NGOs, and the private sector.

Objectives

The MSc. Monitoring, Evaluation and Impact Assessment programme intends to teach students how to:

  1. Explain key concepts and ethical principles in monitoring, evaluation, and impact assessment to ensure graduates are grounded in integrity and accountability in development practice.
  2. Demonstrate proficiency in applying quantitative and qualitative evaluation tools to design and implement effective monitoring systems that support evidence-based policy and leadership.
  3. Critically evaluate development programs and policies using data analysis techniques to provide actionable insights that promote sustainable national and global development.
  4. Develop innovative impact assessment frameworks and reports that reflect ethical leadership and entrepreneurial approaches for advancing development outcomes in diverse sectors.

At the end of the programme, students should be able to:

  1. Demonstrate a comprehensive understanding of the ethical principles and foundational theories of monitoring, evaluation, and impact assessment in development contexts.
  2. Effectively apply appropriate quantitative and qualitative tools and techniques to design, implement, and manage monitoring and evaluation systems that inform policy and program decisions.
  3. Critically analyze and interpret data and evaluation findings to assess the effectiveness, efficiency, and impact of development interventions, supporting evidence-based decision-making.
  4. Produce well-structured evaluation reports and accountability frameworks that exhibit ethical leadership and innovative approaches, contributing to improved transparency and sustainable development outcomes.

Admission Requirements

An applicant seeking admission to the MEIA degree programme must:

  • Have obtained a good first degree (at least a Second Class) in an appropriate field of study from a recognized university; or
  • Possess a first degree in the Third-Class Division with at least 3 years working experience or a Pass and at least five years working experience.  Such applicants may be required to pass a written examination and an interview.
